What's the name of the addon that shows the talent points /spec of other players when you hover your mouse over them? e. g Shadow 13/0/58 below the name of the person when I hover my mouse over them

You could also use TipTac addon. It does what you need and it even lets you customize where tooltips appear(at cursor or anchored somewhere you want them to be).
