If you are a tank(shield symbol), then you can NEED tank equipment.
If you are damage or healer, pressing NEED on tank gear will give you 5 days ban.

Same way you got gear for your first spec.
Buy it for gold. Craft it with profession. Buy from reputation quartermasters. Farm emblems as current spec and buy tank gear. Make your own party where everyone agrees you take tank gear.

It would be done via https://www.warmane.com/account/support?do=new, your case sounds like Ban Appeal would be pointless.
You start your OS with either questing, buying vendor gear, buying AH gear. NOT by joining RDF as DPS and rolling NEED on TANK items. You can ask if the tank item is greed rolled, if you can have it, as you're building a tank spec.
Best way to make OS is to join premade groups where MS change is possible (e.g. FoS, PoS, HoR, ToC farm runs).
