i expected this months before new core (since im playing here from 2009 andim very awared, how such huge changes affect gameplay, best example - first core swap on molten, like 30% of bugs were fixed, but ****TON of new one arrived, for with this new core i see just the same situation). i believe now that dev's prioritze those minor fixes of major ones, cuz of x1 ( since arp cap/block value cap is irrelevant for x1, they wont reach those numbers until TOGC. or ICC/RS scripting) and that is main problem over here, at least for me
