Shaman Tier9/10 vendor

I am not able to find Tier9/10 set vendor at Dalaran (yes I have checked mail/leather vendor, they sell sets for rogue/hunter, none for Shaman), they are only available at TOC entrance and inside ICC. But for other classes, Tier 9/10 can be bought at Dalaran and TOC/ICC.

Is this just me or I miss something?
