None of his words clearly indicate "it's ok to do it".
He prolly didn't even have to mention since the odd chance of actually finding a person + being willing is so low. Most likly only way to do it if person name changes / inactivity cleanup.

BTW if you haven't realised it yet, many things that can be scammed, molten made it so that it banned for even trying to do the thing. This could be for obvious admin reasons.

Yeah, its true that there are scammers out there. But people trading names? I don't think people would scam, unless they are real scumbags.
