USA traffic headlamps regulations ?!

Hi guys I believe I can get an answer to this matter, since I live in the Europe I dunno about USA traffic law concerning lights on the vehicle (except that the rear indicators can be red or white or that they can share the same bulb as the taillight and the brake light whilst in the europe it has to be amber) so I'm kinda curios why does in USA made movie cars in the nigh when the headlamps are turned on the blinkers/indicators (call em whuteva) are turned on too and constantly lit, and here are some pics from the movie called The Game http://imgur.com/Jl87zCF http://imgur.com/a330t1m http://imgur.com/7afa0DB so is it only in the movies or IRL.

This is not meant to be some troll post it is that this is the only community forum that I am on since yahoo answers are worth jackshiet instead of answering people are trolling me there, and I'm asking this only cuz I'm curios.

Heh also I know that this is a gaming community and has nothing to do with traffic laws and regulations but this is an offtopic section right? thats real life as the first setting is to turn them on then the headlights is the second position.
