It is opened only at certain days. The entrance for it is in Goldshire for the alliance and I am not quite sure about the horde portal but I think it is in the crossroads.

Darkmoon faire appears once a month for a week, the 1st day being the 1st sunday of the month. Portals are in Goldshire and next to Thunderbluff.
