I just want to know, if I change my race, can I change my outfit or I will just get random one?

You can recustomise your character completely.

And if do this 2 times? For example I have a Draenei shaman, I change it to a Dwarf, and then back to Draenei. It's like a Charachter recustomization, just by 200 points. Is this acceptable? Will I be punished, if I do this?
