Hey Gooys here some Enh Guide and Thoughts about from currently R1 Enhancement on Blackrock.

iam not sure why so many enha shamans go for lightning shield talents
i did some math and going for 3/3 dual wield specialization +6% hit and spending another 2 points in either 2/2 improved windfury totem +4% haste gives you way more damage
off recount my melee dmg was 37% with miss 12%
windfury 15% and frostbrand 5%

with +6% more hit rating you get overall 2.5% more dmg from melee +-1% from windfury and +-0.3% from frostbrand
that also means more procs for mealstorm=more instants=more dmg

so going for +6% hit rating gives you overall 4+% dmg boosts just from 3 talent points and 3 remaining talent points can go to 2/2 winfury totem=1-2% more dmg and 1 remaining talent point

lighthing shield talents gives you only 3% dmg boost (rng based) and requires 6 talent points and a glyph
glyph of lighting bolt=0.5% more single target damage
shocking=usefull for pvp
glyph of windfury=1.5% more damage
