a. How do you know they are not working on WOD? Do you know all the projects currently going on in Warmane?
b. There is nothing known as 99% working realms. And where did you pull out that number from? Your ***?
c. How do you know the legal intricacies of using/not using WOD expansion here? You really think its as simple as turning on a "green light"?
d. How do you know the demand of players of Warmane? Are you collecting the preference data that shows players don't want another server of the old expansion?

For the sake of giving y'all information;
a. We are not working on WoD. It has been put on the backburner indefinitely. We are already hard-pressed to do upkeep, fixes, script stuff, etc. on the expansions we already have. Adding WoD not only would be stretching our development thinner (thus requiring a larger development team), but we also don't feel that WoD is a worthwhile investment. WoD is largely seen, currently, by the retail population as a failure. Instead, we'd rather focus on expansions that population would see as a success in the past.
b. Indeed. None of our expansions are 99% working, and to say that they are is an exaggeration. However, we definitely are working as hard as we can to reach that point. It may take a very long time, but we'll be around for quite a while yet.
c. Refer to (a) for some additional info on this point, but largely, it's not a matter of a "green light" as the OP would suggest is the case. That is still a factor, of course, but the real issue with the expansion is outlined in (a). We just don't think it's a good idea right now.
d. The demand for WoD is essentially the players who want to try something new. It's the new, shiny expansion for them. That's not enough for us to invest our already stressed time and resources, unfortunately.
e. No comment.
TL;DR: We just don't think WoD is a good investment of our time and resources right now. People may complain, and that's alright.
There are WoD private servers out there. We'd recommend that if you are absolutely adamant about playing on WoD, then you should go and check them out. WoD may never even happen here on Warmane. The way things are going, if we ever bother with a new expansion, it may end up being Legion instead. That's a big IF, though.
There are about 7000+ players in WOTLK and 5000 players in MOP. My numbers are not correct either but they are closer to the median behavior.
In any case you are making a valid point.

There is huge amounts of people who play wotlk simply because it's by far the most complete expansion pack available on warmane.
If MoP had just as much content (old raids/old vanilla instances for all the trasmogers,quests,current expansion content availability,perhaps even some actual phasing) the numbers would quickly change.
Wotlk is not the most played cuz it's the most popular expansion,it's the most played cuz it's the most complete package at this time.

Well what worries me more is that on bugtracker druids Glyph of the Stag (a thing thats very useless for all mankind) became priority with votes while monks Chi burst ( a mandatory heal for mw spec) with about the same amount of votes is still only on comfirmed.

Maybe, but I wouldn't presume to know everyone's reasoning. Personally, I like MoP a lot, and I don't mind bugs. But I play where my friends do.
