I go every day to see if something has change and even thou i see all the yellow and some blue ! i cant get any of them,is there any "prequest" to unlock the quests in the terrace over at the Vale of Eternal Blossoms.?

I have been able to pick quest in every map except for these ones,would apreciate some help on this,thanks.
