Bugged transmogs

So the last couple of days I've been seeing alot of people with transmogs that should not be available for their classes and even items transmogs in slots it should'nt be in. Hunters with cloth head and shoulders mogs, plate users with leather and even a player transmoging shoulders with a back item. So my question is are these obtained with the use of 3rd party programs or are they just simply bugged like the weapon mogs.
