Call board and lvl zones

Okay, so I'm playing WOTLK (Deathwing) and I'm a lvl 40 Dwarf Paladin with no quests and i wanted to find them.

Issue 1: People online at different sites are talking about a hero's call board in stormwind (The Trade District and Dwarven District) but I can't find it I spent 20 minutes all over stormwind searching but with no results. Does the Hero's Call Board not exist in WoTLK and it came out with cataclysm ?

Issue 2: I looked up online some quest lvling zones, and it says that eastern plaguelands are for 40-45. So i went there and all Beasts and everything has a skull on the lvl mark, so i just kept dying and figured that this is deffinetly not for lvl 40.... And there wasn't a single quest on the map just 4 towers 2 alliance 2 horde...

is there a date about this information you are getting from the Web? because you are playing Wotlk, after Cataclysm there has been huge changes in the Azeroth zones, so maybe you are just getting informatin based on the next Expansions

Being a dwarf paladin at level 40, exactly like you , i can safely tell you to take the boat from Menethil Harbor into Theramore Isle (Dustwallow Marsh)
Once you land, head towards the NPC's and you'll find quests. The zone is for levels 38+ so you'll have plenty of quests.

PS : If you get bored there, you shuld also try the Badlands (40+ ) , right next to Thelsamar in Loch Modan.

You are looking up info for Cataclysm. First, that board was added in Cataclysm. Second, Eastern Plaguelands are around level 55-58, not 40-45 (they lowered the level in Cataclysm too).
