Since AT seems to be down? atleast cata server i enjoyed to play abit, i wonder how mop server is active arena ladder and such? and need to level up or just to play? can't stand the leveling cuz its boring and bad when you done it way to many times on 100 different toons..

In terms of activity, I believe the MoP 3v3 ladder is the most active 3v3 ladder across all our realms. The reason for this simply being that arena teams are no longer required to do arenas.
In terms of bugs, many still exist and require fixing. Devs have fixed quite a few exploits, but the rate of these fixes hasn't been too encouraging. With that said, 5.4.8 does sound promising, and we will have to see if it will bring this realm to the promised land or not.
You do need to level up though, from level 1 to 90, and then gear up as on retail as well. This may be a bit of an issue for you I'm afraid :/

Dunno much about the activity of the ladders, but i've heard that the ques are short atleast under 2k in 2s and 3s had pretty long que times a while ago. This might have changed by now. Bgs are constantly running. Horde has instant queues, Alliance has it longer. And as Notorius said, you need to level up and gear yourself.
Though Blackrock and Warsong are the PvP-only and atleast partially the old AT realms. Blackrock is Wotlk and Warsong is cata, both have instant level-ups and free starter gear.
Oh and AT isn't "down", it merged with Molten and they became Warmane.

Either way, MoP is certainly dying because of a severe lack of content. What were once amazing queues throughout the day are now long queues with almost noone queueing during nighttime...
As I've always claimed, an active ladder needs casuals. We have lost most casual players because there is nothing to do in the realm. What is left are people at 2k+ mmr, with very few people queueing below that range... Again, it's not half as bad as Rag, DW (take a look at those 3v3 ladders), or Neltharion (lack of content to blame for casuals exodus here as well).
Until Lordaeron gets finished 100% and the dev team moves on, MoP and Cata are pretty much a borefest. I only log in to talk with my friends, and I'm sure that's why my guildies still log in as well.
