Unable to promote initiate to other ranks in Guild

It seems there is something really simple that I'm missing here. I've been through the UI for a brand new guild. There are 5 ranks set up. On the roster, if you click on a name, the only option for Promote is to Guild Master. How does someone rank up from Initiate, to Member, to Veteran , then to Officer?

When you click on the member, take a look at their rank field. It is actually a drop down. From there you can promote/demote as many ranks as you like.

If you still can't find it, I can provide screenshots when I get home after work (or someone else can)
