best way to get heirlooms?

I spent some time searching online the best way to earn heirlooms, specifically lower level pvp heirlooms for twinks, but have found a variety of answers, probably due to patch changes.

can somebody please clarify how I best go about earning heirlooms, both the pvp and pve designed heirlooms, for Lordaeron?

ultimately, I want heirlooms for my 29 and 39 twinks.

I'm not sure but I think they disabled heirlooms because it's against their hardcore policy.

Heirlooms aren't available in the coin shop, that's all.
They still are/will be available in game normally.
