Um so I just started outland and just killing regular monsters I am getting alot of greens/rares is this the norm?

Yes, you will see it happen when you first reach Northrend as well.

Don't worry though, it stops happening about 4-5 levels in and you'll be going back to those old mobs farming greens for gold.

I think he is asking if loot is bugged. The answer is - yes loot is bugged. On retail rare and green drop % were lower in Outland. Yesterdays I killed 3 npcs in a row and every single of them had rare drop and few greens. This aint normal.
