Because, for me, disabling RDF is certainly the worst idea you could come up with.
Not only people are getting bored of having to travel all over Northrend to run one single dungeon, but they're also tired once it's done, because "they are sick of having to fly again and again". At least, this is what I'm experiencing when I get the luck to find/make a good group (because it's not always possible to reach the final boss). Yes, not everybody check the global channel, especially when they're busy doing something else. What's worse is that, since are 10k in the realm, the global channel has become a flood channel, and you've barely the time to notice a post before it gets kicked up by another one. At least, if RDF was working, it could turn back to the "commerce" channel it once was. In the end, I feel that it's killing the game more than anything else...
I've to admit that the idea was interesting at start, but hell, it's not anymore.
RDF, in addition to being Blizzlike (yeah, hell), was the perfect way for new 80's to make gold/gear/emblems. By patiently waiting for a group, we could focus on something else. Disabling it did not make the game more hardcore, it made it slow and boring. Now it's become almost impossible to chain farm dungeons properly, but what I regret the most is the achievs related to RDF, which became impossible to do. For farmers (like me), it's such a pitty...
Then again, if you wanted us to explore the world and bla bla, why didn't also disable RBG ? I still fail to understand such a contradiction.
