Expertise bugged or not?

Hy guys, whats going with experise here, is it fixed or?
P.S. i heard from some guys that in PVP its not woking :S

don't know about pvp, but from what I've heard (playing caster mainly) raid bosses cannot dodge or parry... not sure how that translates into pvp where players do and can dodge and parry depending on their stats

i've experienced enhancment shamans blocking gouges, resto druids parrying special attacks and all kind of ****.

so yeah its broken af.
