    Horde city's reputation

    Hi! So I tried to get reputation with the Huojin Pandaren tabard by going to Utgrade Keep and killing mobs. But for some reason they weren't giving any reputation. Do I need to use the tabard in a lvl 90 dungeon? Do I need to be in a group?
