Forum Suggestion: Guild List & Intro Thread?

Normally, the RP forums I've been on for MMOs have had guild lists to more easily find a group to play with, and character intro threads to meet everyone. I'm surprised to see there's no stickied topics for these things? Is there a reason why they don't exist? Is it possible for some of us to make it ourselves? (Personally, I'd be happy to take the initiative for this idea if need be - I just wanna make sure it isn't against some kind of unwritten rule @_@)

I'd say go for it! Only yesterday I thought the same - how can people know where to go or who to prod about joining if all we see is Collectors advertising? I see no reason why it should be against any rule to make such a list. Especially that the active guilds would only benefit from it, maybe even cooperate.
