Technical Brothers account got hacked.

Dear GMs ive been trying to create a ticket but it just wont let me. dunno why.

My Brothers Account got Hacked yesterday. he was playing fine and after disconnect he coulnd login
after that he requeted password/usrename/email change etc and he recieved an email that his email was changed
so my question is there a way to get his account back? btw he didnt setup two factor Authentication.
btw if need more information about acc etc pm.
