Is it possible that I could have an inactive character's name changed or removed from them so that I can use the name on a character that I intend to play quite actively? The character name in question exists on the Lordaeron server. If this is at all possible please let me know about how I can go forward with requesting the use of a name.

Have them on friends list they never log in and I'm on fairly often. That being said a GM could verify that they're active or inactive for the name in question, it doesn't really matter that I have my observation if there is actual data on it.

the only time names are removed is when they do a database cleanup, and even then there's restrictions, i believe the character has to be under lvl 10, and has to be non premium, as 1 of the premium perks is being immune to database cleanups.

Like Skuddy said, the only way you can get an used name is if that account is deleted during a database cleanup (They do it yearly I think). And of course, if the account is premium, the name will be taken forever since premium accounts don't get deleted.
Nevertheless, Lordaeron has special rules for a lot of stuff, so maybe you'll get lucky someday.
