RDF Queue'ing = 0 people

Where are all the people when im queue'ing for the low lvl bracket of RDF?

First off: It's suppsoed to start at lvl 15, it wouldn't let me queue for either rdf or specific until i hit 16

Second: i queue'ed (As a tank & healer) and it kept only showing ME to be in that queue..

The server has a decent population so wtf is going on here?

x7 -> faster to level by grinding quests than doing RDF's. And most items you get from RDF will get outleveled in 15 minutes. :)
