I don't know about pvp (I think that its going to be similar, but I am not that familiar with that), but if you are talking about pve and in the sense of provides most/best buffs and raid utility it would be a tough call between paladin and shaman. Paladin provides some of the best buffs and auras and situational spells (LoH/HoP/Hand of Freedom/...). Shaman brings best raid cooldown (Heroism/Bloodlust) and 4 totems (can provide slightly lower stats than most paladin buffs/auras, but one pally can use only 1 buff on each member and 1 aura).
1 shaman provides more buffs than 1 pally, but extra shamans in raid are mostly redundant, whereas extra pally will always bring more utility.
Yes and no. Whether a Shaman brings more buffs than a Paladin depends on the Paladin's spec. Retribution Paladins with a proper spec bring more buffs to a raid than any other spec or class in the game, starting at just 5 talented "buffs" to the raid that are entirely passive when the Ret Paladin is DPSing. That jumps to 8 if you include auras, judgment and 1 blessing per person. Then you add in the hand utility spells and Aura Mastery, or even Divine Sacrifice if the Paladin chooses to spec into it.
