WotLK Character error when creating horde?

Whenever I try to create a rogue it comes up with character error and won't let me create one for any race including alliance

Modify your character appearance a bit and you should be good to go. That is because some WoD customizations (that come with the new client you are using) are not compatible with WOTLK.
