Anyone knows how this can be used? Is it bugged?

Only one on bugtracker is http://www.warmane.com/bugtracker/report/22988 which is unconfirmed.

It sud be usable on timeless isle armor yes, but are there any pre-requisites to using it? Or is it plain and simple bugged?
