Hello, i am currently leveling a warrior, I know that fury is the best spec for end game (icc). But i have no clue what spec i should use for either leveling 40+ and/or whenn i just dinged 80 and before i have any good gear. So my question is if someone could tell me at what stage i should use what spec.

Level up as arms, once u get to 80, as soon as u get 2 2h weapons switch to fury

At low gear levels Arms is better than Fury. Don't switch as soon as you have a seccond two hander. You'll have major rage problems as Fury until you hit item level 232 or 245.
Also things like death wish and the 20% strength don't do much at low gear level. However the 10% damage penalty further reduces your rage income.
As arms you have several boosts to you rage income and lower rage costs and reliable crits ( Overpower).

As Lindwurm said above, Arms is better than Fury at low gear for several reasons. First of all, you won't even have enough rage to keep BT + WW on cooldown, what's left for Bloodsurge procs and Heroic Strike fillers. You need the high crit to get decent amounts of rage and as high as possible Flurry uptime and at 3-4k GS this is simply not possible. Also, the dual wield penalty and the lack of hit rating & expertise on your gear will demolish your DPS as Fury, whereas for Arms you need just 8% hit to never see a single miss vs bosses and dodges do not hurt your DPS as much as Fury's because of Overpower (this is not to say that expertise is useless for Arms - dodges still reduce your DPS by a lot because obviously Mortal Strike hits a lot harder than Overpower).
Fury reaches Arms somewhere around 4.5 - 5k GS and only truly beats it above 5.5k GS. Until that point as long as you really want to invest the time and learn Arms PvE (yes, it's a lot harder than most PvE specs out there and requires actual learning), you can stay with that spec and amaze people.

For me, you should always level as protection. You can pull alot of mobs before having to regenerate health, plus revenge hits like a truck and protection tends to do lot more dmg than fury and arms without gear.
