WotLK PvP in certain zones

I recall reading pvp wasn´t accepted in certain zones and can result in ban. I recently discovered i can kill people in nessingway camp in Sholazar Basin without the guards attacking me. It has potencial to turn into my main honor income but im worried it will be one of the forbidden zones. So before i use it any more i want to ask here:

Is pvp allowed there? The guards wont attack me and i dont think its working as intended.

I think that only applies to 'sanctuary' zones like dalaran, shattrath, the summon stone room outside of fos/pos/hor instances.
