Technical Can't get WEBS backup past 0%

I have been trying to get a WEBS back up since the feature was released. At first, people were stuck at 0% and were just told they were in queue so needed to wait. I have tried waiting at that screen for 6+ hours with no progress. I have also tried it off and on for months now, so I imagine the queue can't always be that full. Furthermore, I have tried it on 3 separate browsers and 2 accounts with the same lack of results
Am I doing something wrong? Or do I simply need to leave it going longer..?

Works fine. Hit the refresh button in your browser after a couple of minutes and it'll update the progress bar.
