Leveling with dungeon in this serv ?

This is possible to leveling in this serv with dungeon at level 15 ? Or PvP at low level ?
Or this is the same with Lordaeron serv ? Bc on Icecrown xp rate is x7 and Lordaeron is x1, right ?

I want a good server for leveling and play on high level (PvP and PvE), what is the better between Lordaeron and Icecrown for that ?

You can level via dungeons. However the dungeon queue is still kinda bugged (fix is pending but might still take a week or two). BGs probably won`t pop a lot.

Thanks. And about the best server between Lor and Ice ? For leveling, PvP and a litlle PvE, what is the best ?
Maybe I can reduce the rate xp on Ice for leveling ?
My last question .. There is an cross-servers system with Lor and Ice for Bgs and dungeons ?

PS : It's easy to join Bg or dungeon at level 80 ?
