WotLK Cold Weather Flying issue

So, as someone who's never had an 80, all the late/end game content is a bit foreign to me. One thing I've been having an issue with is trying to get the cold weather flying skill. I have a swift flying mount, Artisan Riding, but everyone said to train Cold Weather Flying has proven ineffective. I went up to the Cold Weather flying trainer in Dalaran and the training menu that popped up had nothing on it, I even played with the filters - still nothing.

Now I can just as well be the dumbest thing on the planet currently and be forgetting the largest thing ever, but I'm unsure at this point, heh.
Any support for my dumb *** would be appreciated. thanks y'all.

there's a flying trainer by the flight master in dala, it's a blue flying bird thingy, it sells a cold weather flying book, you must be lvl 77+ to buy it.

That would be the CWFT I mentioned, my character is lvl 80.
