Can anyone explain why is an "Item Level 128" dong so much damage in battlegrounds?

That trinket which summ this gnomes have 522 ilvl and its called Bad Juju which drop from ToT. This gnomes scales with your haste.

its bcoz here in warmane pve items do not downscale in pvp enviroments
