I checked wowhead and statistics showed that Northern Ivory drops from Ironwool Mammoths at a 19% chance. I killed a lot of these mammoths and a 19% drop rate would have me the item I need by now. I also tried Emaciated Mammoth Calfs that have a 10% drop chance and no luck.
Either the quest is bugged or I have the worst luck in the world.
So if anyone has any information to share regarding "Shipment: Glowing Ivory Figurine" please let me know, thanks!

You have to go to Howling Fjord and kill moose mobs there.

Are you sure you aren't in a raid group or accidently picked one up already? When I do that quest I just go to storm peaks just outside of K3 and ALWAYS drops on first mammoth I kill. You are doing something wrong.
