Power of the storm

There's a buff you get (power of the storm) from a quest in Borean Tundra (Weakness to Lightning).After completing the quest why the buff is permanent?

Probably just a bug. It's not permanent btw. It will gone when you die or you remove the buff manually. Too bad it's not permanent as I like the visual effect similar to how the phylactery of nameless lich proc.
