Fire-Watcher's Oath

Yo! been awhile since Timeless-isle has been available to us, but theres an item that ive been waiting for and it is still not available.. and thas the Fire-Watcher's oath... sold by Speaker Gulan and item that allows us to farm Bloody Coins outside the Timeless isle... is there any reason why this item is missing from the npc?

I made a bug report about this a few weeks back since idk why its not sold on vender either. Ganking on isle is not my thing was hoping to farm bgs with it
