I am from Melbourne, I play on the WoTLK server of Icecrown. Got mostly around 330ms, but mostly in the lv20-30 zone atm, not yet in the end game area. You don't notice the lag as much
Hey I'm from New Zealand, and I get around 350-400 ping most of the time. If you're looking to PvE, it's doable. I'm 12/12 in 25hc as a healer, tank and dps. Obviously, having higher ping will result in a 1-1.5k dps hit, slower reactions for healing and taunting etc. It's workable though, the content is so old that your ping doesn't necessarily have to mean that you wipe raids or perform at a level that is unacceptable. Certain classes will perform better than others though - if we look at dps classes I've played, a fire mage, feral druid or enhancement shaman on 350 ping will be more adversely affected than something like an arcane mage, ret paladin or ele shaman because more of the dps itself is adversely affected by reacting to procs or RNG.
In terms of PvP - the ping makes it challenging. I don't have the same depth of experience in PvP, so I might not be the best example, but I found it really hard. The ping makes you react quite slowly to CC. If you play a class with an interrupt, you become really susceptible to fake casting. The single most annoying thing though is when you have 400 ping and you play a melee class - sometimes you appear next to yout target (on your screen), but the server hasn't registered you to be in melee range. It makes classes without a gapcloser really vulnerable to being kited too.
All in all, yeah you can play, but if you played retail, you might have to adjust your playstyle
