Mists of pandaria won't open

I downloaded mists of pandaria from site and when i try to run it its says it doesn't have permission to write. I tried running it as administrator and i tried turning off my anti virus but it didnt work.

Also, make sure it is in an user folder (Documents, Downloads, Desktop etc.).
