Cannot create death knight character?

Hi, i have a lvl 60 warlock on icecrown, i wanted to create a dk on lordaeron but it does not let me. It says i must have an existing at least lvl 55 character on any realm. Am i missing something here?

You will need to level a toon in Lordaeron 'till 55.

It's different between two realms, you must to get one character 55 lvl in lordaeron to make a dk
