Ability CD refresh after a duel in Dalaran Sewers

Just a small QoL change for the PvP lovers out there. Obviously this shouldn't work anywhere else to prevent people from abusing this in PvE, but I see no harm done if it worked in Dalaran.

Last time we had this available on our PvP-only realms, people exploited the "quality of life change" to lag the realm with thousands of ghouls via Army of the Dead. We'll have to pass on it I'm afraid.
