Killing Low Levels Repeatedly in Questing Area?

Hi,
I have been killed by same people several times in Valiance Keep while trying to do the beginner quests. In my opinion this should be called bannable offense since it kills the fun of game play. I can not defeat a level 80 when I am only 70.
What's the situation on these?

It may suck that that's how they choose to spend their time by there's nothing technically wrong about it they're just *******s lol. Level another character, take a break from the game entirely, switch to your lvl 80 and try to kill them, or just queue BGs and RDFs. You have options.
