Elementium plated exhaust pipe timer

Hello.
over the past few days i have tried time and time again to purchase the Elementium plated exhaust pipe from the NPC at k3. before anyone says i dont have the requirements, my engi is at 450 and got the pattern and the rep to exalted already.
i dont know how long is the respawn timer.. but obviously is not short enough since almost nobody can purchase it, both because of the respawn and the continuous camp from the oposing faction. this item is sold in ah for OVER 20K, while its cost on vendedor its just 1500g. thats almost a 1000% cost increase! even more in some cases!! it just makes it IMPOSSIBLE to buy it from ah to make a chopper/hog, and even if you do, you end up selling the chopper for 50k or more to compensate.
i've read in wowhead comments that the timer for the respawn goes from 5 mins to 40 in a random fashion. here at warmane however i've heard 8 HOURS of respawn time.
considering we got a gold squish incoming, and that making a faster (and aparently more blizzlike as well) respawn timer would help decreasen inflation (which is the gold squish main goal) i would like to know if the optimization is possible. that way we would use the item for what it was meant for: as a reagent for the chopper/hog, and not as a tool to obtain gold because of its low spawn rate.

The item isn't being misused. Even if people were buying it just to delete it, although a dick move, it would still be a valid use.
If you have factual data and evidence about the respawn time being wrong, make a bug report.
