Pandaria Explosive shot worth using on cd?

I love my survival hunter i'm still leveling, but I have a single problem with it. Should I use Explosive Shot on cooldown? I think my Arcane Shot will do much better (having Thrill of the hunt too). I will still use Explosive shot on Lock and Load procs, but what about on cd?

Explosive Shot 150k dmg, Arcane Shot 33k damage, you decide.

There are more factors to look at other than damage, such as focus cost, priority at given point of time... But it is multiple times stronger than Arcane Shot.
