Achievement points really dont mean anything anymore since you reduced the ilvl of the gear available for points in the marketplace on Icecrown server.
There really is no incentive to get 5k+ achievement points.
But if you were to base the ilvl of gear available in the marketplace based on how many achievement points you get, then it will be worth it to get achievement points once again.
So lets say for example, if you have 1000 achievement points. Well then you can buy the ilvl 232 gear. If you get 2000 points then you can get the 245 gear. 3000 points and you can get 251. 4000 points you can get 264 and 5000 points you can get 277.
That was just a proposed estimate on how achievement points can scale for marketplace point gear. You can set it to what ever threshold you desire.

You my friend, deserve an Oscar for this incredibly awesome suggestion, it will make the server more alive, because there will be more people doing things for more achievements. As i already said it will make the server more alive, however, unfortunately it won't make it better for Warmane because i believe they will loose some of those players that are always donating for stuff. In other words, good for server and bad for business. Business however is good for server too, which is why i think this suggestion won't happen, even tho i really hope it does.

as an achievement hunter i can say, i would love this idea, but there is 1 problem:
low ilvl on point shop is made on purpose to both make players donate for the server or force them to do end game content for good gear (icc-rs) (as it is actually MEANT to be)
however, vote points do provide some starter gear that can come in handy, some of them are near BIS (banner of victory, for some classes, comes after STS and BDW only, same with solace coming after althor/GTW).
voting that allows end game gear or near end game would result in 10 accounts voting to get free gear on characters, to then SELL such characters to get coins to buy even better gear.
I love the idea, but as i said, i dont think the staff aproves it

Soo, people should run around farming achievements to get gear, instead of actually doing raids?

You get a bulk of your achievement points from raiding. Also just because your account has 5k achievement points doesnt mean every character on that account has 5k achievement points. Raiding still will be the best way to get gear. But if your going for bis, that could take a long long time. With an achievement scaling market place, it would allow you to buy a piece that has been eluding your for a long long time.
But i only made this post because i have a few friends who were pushing 6k achievement points and quit the game because it wasnt worth it anymore.

Bad Idea:
-Coins will become priceless
-Low level BoE(items[ilvl 219-264) will become pricess
-Tons of Services in site will become useless (example: Char Trade system , Item trade system for coins)
Also 5,000 achi points it's not a big deal you can hit that 5,000 achi points for 1-2 week max
(Better farm Gold , BoE , Mounts , Mats and try to turn in to coins and buy 277 & 284 ilvl items)

end game gear is that... end game. if you want it, go and work hard for it, get a group of 24 players and try to kill hc bosses, or get 1/2/4 partners and go for arena team for pvp.
