Why i cannot collect points?

you need to get 1000 achievement points on your account first

Yea, you have to get to near the point where anything from the shop is worthless before you can collect points so that by the time you collect enough points for one item you are lucky (or unlucky depending on how you look at it) if there is anything there that is not worthless for you :D
