It is called Kalu'ak Fishing Derby.

Pretty straight forward, I believe there really isn't a "guide"; it has a chance of being fished up at any point around Northrend. (Btw, not just random water, but on the fish pool.

As it is a requirement for Salty title, it might not be such an easy thing to obtain.

I don't think Kalu'ak Fishing Derby Event works, unless they fixed it sometime ago.
