Can abuse on forums ever result in a perma ban in game,? or will the in game bans always be temporary bans??

tru tru, but regardless i've still heard of forum bans resulting in in-game bans as well

They are separate things, but yes, actions in the Forums can reflect into a ban in-game as well. It depends on the action, but a sure way to get that is to, when banned in the Forums, keep using alternate accounts to come post or bash the server or Staff. Permanent in-game bans for Forum activity are much rarer, but they are possible. While Forums and game are separate, both are still Warmane, after all. The Forums aren't a kiddie playground to come trashtalk us with the assumption of remaining safe in the game.
