How can i get relentless gladiator's tabard or furious gladiator's tabard ? Are they gift when you reach some honorable kills or sth ?

They were purchase-able during those seasons via Arena Points with certain ratings. Since we are at Season 8, they are no longer available in-game.
You can get them from coin shops, however.
