problem gaining daily points

I'm trying to get points with a different account than my usual one and I can't. Says not available or something like that but it works with my main account. Why?

You need to have 1000 unique achievement points ingame to be able to start collecting points here.

so if I got a new account and play TBC will I get achievment points? cuz there's no achievement in tbc

will someone like that be able to get these vote points?
