Outland drop rates

Why the drop rates in outland are set so high?

During my leveling 1-60 i dropped only a handful of greens and even cloth drops were scarse. The feeling was that the drop rates were a bit too low.
However during my first level in HFP i was spammed with green and blue items. Definitely something wrong going on here.

Is this intentional? If not how can i report this problem? (if it hasn't been reported yet)

Outland drop rates were lowered some. We know the 1-60 drops are low, too, but they haven't been touched (yet). We'll be keeping an eye on these things.

I hope it stays the same... 1-60 really doesnt matter your leveling so fast anyway. But once you reach outlands. I want gear and MORE GEAR. =)

On a somewhat related note, is it intentional that some defeated NPC's drop no loot whatsoever? Not a problem if it is indeed intentional, but for me, it was a noticeable change from playing on Icecrown.
